"Orders From Above" What gives?

With the current situation on the measures set in addressing the infections of COVID-19 in Kenya, police brutality has become the other pandemic. These dramatic scenes has it that the servicemen follow some orders from some senior people in the society. I don't want to call it political but, why would someone's ambition (political ones) have me beaten up to near death because I was late getting my kid a bottle of milk? And another question, what are these policies or rules that pertain destruction of property?

You see, structures put in place are what brings about negative catharsis / conflict and war.. Have elite leaders as well as those who know what it means to be an ordinary mwananchi. These dynasties are what are costing us all these problems. Least wakati mjadala au mipango miingine mle ofisini mwake rais unapopitishwa watakuwa wameyalalia masikio kusababisha hujuma huku kwa wale ambao wanajitakia what we call 'self-interest' wakizidi kunufaika. Can you even imagine we were at the same level as Singapore around 20 years ago? Yet right now... a story for another day.
